COMMENT ON PLAN

“CaU For Close Study” LONDON, May 11. A Foreign Office spokesman said today that the new Soviet disarmament proposals appeared to have taken into account a number of proposals which Western delegates on the United Nations Disarmament Sub-comqjjttee had submitted in recent weeks. These amplified the British and French disarmament plans first put forward in June, 1954, the spokesman said. “The Soviet proposals also contain suggestions which have not hitherto been discussed. “These call for close study with particular reference to the importance of ensuring safety for all states by means of effective international control of the entire disarmament programme,” said the spokesman. Some of the Soviet proposals, such as the withdrawal of troops from Germany, fell outside the scope of the Disarmament Sub-committee.
