MOCH DECLINES KEY POST
“PRANK” IN FRENCH

The former French Socialist Defence Minister, Mr Jules Moch. one of the foremost opponents of immediate German rearmament, tonight declined the key post of rapporteur on the ratification- of the West' European Union treaty. „ His election, which was described by his fellow Socialist and chairman of the Foreign Affairs Committee, Mr Daniel Mayer, as a “students' prank,” was brought about by an oddly-assor-ted coalition of Communists and supporters of the defunct European Army Treaty. His candidature was put forward by the Popular Reputation leader, Mr Francois de Menthon, and it immediately caused the Communists to drop their man and vote for Mr Moch. It was seen as an all-out attempt to obstruct the plans of the Prime Minister (Mr Pierre Mendes-France) for. the swift ratification of the treaties providing for German rearmament, for Mr Moch could have uged delaying tactics to upset the Prime Minister’s timetable.
Government circles had not expected Mr Moch, who had played a leading role 'in the defeat of the E.D.C., no' to accept the post.
