Reported Offer By Soviet
LONDON, October 31. Russia will accept a compromise between the Western-style “free for ail” elections and the Soviet “single-list” method if a new Four-Power conference re-examines the idea of all-Ger-man elections, it was stated in Berlin today. ...... i ■ In a statement prominently published in the Communist newspaper, “Neues Deutschland,” the official Blast German “Committee for German Unity” asked: “Who has ever claimed that the electoral system of one or the other part of Germany must be applied to the conduct of all-German elections?”
Allied officials in West Berlin regard the committee’s statement as a “kite” to test Western reaction to a concrete proposal from Rusqja which thev expect very soon.
They said it is an attempt to attract genuine attention in France and Germany following the poor reception given there to the previous Russian offers, notably the Soviet Note of October 23 asking for a four-Power conference on Eurbpe and German-reuni-fication.
