The Soviet Government newspaper “Izvestia” said today that a secret article of the European Army Treaty permitted the creation of an “Independent West German Army”—which the treaty was supposed to prevent Commenting on the opening session in Brussels of the six-nation conference on French amendments to the European Defence Community Treaty, “Izvestia” said: “All the E.D.C. supporters carefully avoid the question of secret articles. These articles, in fact, remove those formal guarantees on the numerical strength of. the German Army which exist in the official articles.”
