PROVISIONS OF TRUCE
(Rec. 12.20 a - .1.) LONDON, July 21. Chapter I of the agreement for a cease fire in Indo-China deals with demarcation line. Chapter II concerns the details of the cease fire itself. There are also clauses allowing civilians to transfer from one zone to the other from the start of the agreement. They are to be given every help. No sabotage of public property or abuse of private property will be allowed.
Chapter II also includes the progressive measures for withdrawals from the regrouping zones.
Chapter 111 forbids the introduction of troops, arms, and munitions as from the date of the entry of the agreement into force.
It forbids the creation of new military bases, including foreign bases, in the regroupment zone. Chapter IV lays it down that all prisoners of war and civil internees captured in any circumstances during the hostilities will be freed within 30 days from the entry into force of the agreement. This chapter also lays down that there will be control by a three-nation International Commission consisting of India, Poland, and Canada. In addition, there will be a Mixed Commission formed in Vietnam consisting of an equal number of representatives from both sides. Disagreements in the Mixed Commission will be referred to the International Commission, which will make majority recommendations, except in serious disputes—including those which might lead to resumption of hosilities—when it will make unanimous decisions.
Heliport Planned in London. — A private firm had drawn up plans for an elaborate 100 ft high heliport between two nine-storey buildings at Charing Cross, in the heart of London, the “Daily Express” said today. The Westminster Council will probably not accept the scheme, because the Government has still to decide about the flying of helicopters in central London.— London, July 20.
