Loss Of Civil Rights Proposed In U.S. (Rec. 9 p.m.) WASHINGTON, July 15. The Judiciary Committee of the House of Representatives today approved and sent to the full House • bill to strip citizenship rights from people convicted of conspiring to overthrow the Government by force or violence. At the same time, it formally re-' jected two Administration anti-sub-versive measures which would give the Government authority to bar suspected spies and saboteurs from defence plants and to dissolve Commu-nist-led unions and organisations. The citizenship measure was advocated by President Eisenhower and is part of the anti-subversive programme sent to Congress by the AttorneyGeneral (Mr Herbert Brownell). It would provide for automatic loss of citizenship to anyone convicted of violation of the Smith Act. In rejecting the two Brownell security bills, the committee adopted a substitute proposal to create an 18-mem-ber commission to study the question before recommending new legislation.
