MILAN, July 12. The seventh Congress of the Socialist Movement for a United States of Europe closed last night with delegates calling for a common European market They approved a resolution which appealed for: A European customs authority to free exchanges and decrease duties: a European policy of full employment through a common programme of public works; free convertibility of European currencies and co-ordination of the credit policies of national banks; one or more banks for investments in depressed parts of Europe; a common foreign trade policy.
