Socialist Congress In Europe
MILAN, July 12. The seventh Congress of the Socialist Movement for a United States of Europe closed last night with delegates calling for a common European market They approved a resolution which appealed for: A European customs authority to free exchanges and decrease duties: a European policy of full employment through a common programme of public works; free convertibility of European currencies and co-ordination of the credit policies of national banks; one or more banks for investments in depressed parts of Europe; a common foreign trade policy. To make European integration possible, the resolution envisaged the setting up of an executive European power aided by an economic and social council which would be responsible to a European assembly elected by universal suffrage. The congress unanimously reconfirmed Mr Paul Henrj Spaak, of Belgium, as president of the Socialist Movement for a United States of Europe. Delegates attended from Social Democrat and Catholic parties in Austria, Belgium, France, Germany, Greece, Italy, Luxembourg, the Netherlands, the Saar, and Switzerland. Delegates of exiled parties from Spain, Bulgaria, Hungary, Rumania, Czechoslovakia, the Ukraine, and Jugoslavia also attended.
