President Eisenhower took the United States Government underground today as part of a test of the country’s civil defence preparations against atomic attack. The exercise in 41 cities across the United States showed many shortcomings in the system designed to protect the civilian population. The alert also extended to Hawaii, Puerto Rico, the Virgin Islands, Alaska and Canada, which works closely with the United States on the northern continental defence system. The exercise showed that several cities have inadequate warning systems, particularly in residential areas. It was estimated that the 400 “enemy” bombers would have killed 12,000,000 Americans without dispersal of city inhabitants to outlying areas.
