Full agreement has been reached between France and the United on conditions for American intervention in Indo-Ch&na in the event of a breakdown at Geneva, says the Paris correspondent of the ‘‘Daily Mail.” The correspondent said the diplomatic talks, which have been going on in both Paris and Washington for several weeks, have made substantial progress. Very great secrecy is being maintained about the basis of the agreement, which is reported to be of a farreaching character. French Foreign Office officials last night would not comment on the French-American exchanges, beyond emphasising that “nothing concrete is to be done before the conclusion of the Geneva conference.”
