DOGS
Sir, —Certainly those persons who will keep dogs are incorrigible, but behind them there is something worse to contend with: that is, the incorrigibleness of the City Council and Health Department, who time and time again have turned a deaf ear to the distress of the citizens and have persistently fallen down on the job. The time has now come when the people should demand a higher standard of service from their council and Department of Health.—Yours, etc., TIME NOW. March 24, 1954.
