TRAVEL BAN IN GERMANY

Western proposal to SOVIET (Rec. 8 p.m.) BONN, March 17/ The three Western High Commisproposed a meeting with the Soviet High Commissioner (Mr Vladimar Semeonov) to discuss the easing of travel between East and West Germany. Mr Semeonov has already rejected the same proposal which the western high commissioners first made last month. The Western High Commissioners, in turn, have rejected Mr . Semepnov’s contention that the removal of travel restrictions would be a matter for committees composed of representatives of East and West Germany. They said that they regarded it as the duty of the four occupying Powers to see that these restrictions are re-

moved. The High Commissioners suggested that there should be discussions between German technical experts chosen by the High Commissioners, who would recommend practical solutions to the diplomats.
