TOWN MILK INDUSTRY
REORGANISATION OF CONTROL PROPOSALS DETAILED BY MR W. B. TENNENT, MJP. (New Zealand Press Association; WELLINGTON, September 2. ‘The Government’s plans for transferring the .administration of town milk marketing from the Department of Agriculture to the proposed New Zealand Milk Board were outlined by the chairman of the Central Milk Board (Mr W. B. Tennent, M.P.) in a letter received by the Hutt* Valley and Bays Metropoliatn Milk Board today. The Hutt Valley board accepted an invitation to discuss the matter at a national conference on September 9. .To achieve more economic and efficient administration, to avoid duplication, and to co-ordinate the interests of all concerned in the town milk trade, the Milk Council proposed some modification of the status of the present milk boards in centres where branches of the new national organisation would be necessary, said Mr Tennent. These centres were Auckland, Wellington, Christchurch, and Dunedm. Each branch office would cover a big territory, said Mr Tennent. For each branch office the following basis of operation was suggested:— (D Replacement of each milk district with a special area under the Milk Amendment Act, 1951. , (2) Replacement of the present board by a special committee establuhed under the same act. The national organisation would have the full powers of a milk authority in the area, and would be able to delegate those powers to the committee set up. Committee Membership
(3) Membership of the committee, which could be modified to suit special circumstances, would comprise four consumer representatives, two from the producers, and one representing the vendors. All would be nominated by the local organisations concerned. The advisory representatives of the Department of Health and the Department of Agriculture on the present board would still sit with the committee, and a representative of the local milk- treatment station would be entitled to be oresent . ( <> AH rights and actions of the local milk board would be transferred to the national organisation, and the funds of the local board would be vested in the national organisation, but earmarked for the special area concerned.
(5) Subject to the over-all policy of the national organisation, the local committee would handle matters hitherto handled by the local board, and such, further matters as were allocated to it. (6) Copies Of all minutes of the l«ca! committee would be made available to organisation. (7) Staff, which would be supplied oy ttie national body, would not necessarily be employed exclusively on the local work m the special area. A regional officer, would interpret the national organisation's policy to the committee, and be present at all comSiVfS , The regional officer woidd be the senior officer in charge of all district staff, said Mr Tennent.
