NOTICE OF LOCAL BILL—KAIKOURA RIVER BOARD VALIDATING BILL. NOTICE IS HEREBY GIVEN that on the date of the first publication of this notice being Wednesday the 22nd day of July, 1953, copies of the above-mentioned Local Bill are deposited in the Magistrate’s Court at Kaikoura and at the public office of the Kaikoura River Board, Beach road, Kaikoura, and will remin open to public inspection during office hours without fee for a period of three complete weeks from the date of the said first publication of this notice. It is the Intention of the Kaikoura River Board to ask for the introduction of the Local Bill during the next ensuing sittings of Parliament in August, 1953, at Wellington. SUMMARY OF OBJECTS OF LOCAL BILL: The Bill Is to validate subdivisions of the Kaikoura River District, the classification of the rateable property therein, the reconstitution of the Kaikoura River Board, and rates made and levied by that Board.

The Bill proposes:— 1. To validate the division of the Kaikoura River District into two subdivisions of the North and South Ridings. 2. The reconstitution of the Kaikoura River Board fixing the number of members to be elected for the North Riding as four, and the number of members to be elected for the South Riding as one, is also to be validated. 3. To establish as the classification list of the Kaikoura River District the list which existed on the 31st March, 1950, for the Kaikoura River District as it then existed together with the classification list of the rateable property in the South Riding. 4. Provision is made that any person may appeal against the classification within twenty-eight days after the passing of the Act. 5. Notwithstanding that an appeal is pending, rates may be made on the basis of the valuations and classifications fixed provided that in the event of the list being altered on appeal, a due adjustment shall be made. 6. Subject to this right of appeal, all rates which have been made and levied by the River Board since the Ist of April, 1950, and before the passing of the Act, are to be validated. 7. The time for entering judgment in respect of any rates made and levied by the River Board since the Ist of April, 1950, and unpaid at the date of passing of the Act, is to be extended to two years after the passing of the Act.
