AMALGAMATION
Sir, —St. Kilda borough is the Riccarton of Dunedin—“an anachronism,” almost a parasite” (“Otago Daily T S JP? S ” 1- Yet the Minister of Internal Affairs recently assured the borough that the new Local Government Commission Bill was “in no way designed to bring St. Kilda into the city.” A letter to the “Otago Daily Times” may interest your readers; it appropriately footnotes your recent leading article, “Retreat from Local Body Reform.” The correspondent pointed out that the new bill is represented as an improvement on the present Local Government Commission Act, the chief weakness of whichj according to Mr Bodkin in Parliament in 1951, was that it allowed Riccarton to contract out of the comprehensive Christchurch scheme. “And now 1 ,” the letter concluded, “apparently he finds that the great virtue of the new bill is that it will allow St. Kilda people to vote themselves out of any schem_ of reform in Dunedin.” Not a retreat—a rout.—Yours, etc., \JD-L.
