Dr. Shen Chuang Huan, a Nationalist . Government spokesman, declared toDr. Shen said that the National Government had not rescinded the port closure order enforced in August, 1949. and the interception of vessels would continue. Dr. Shen said that the port closure order had been supplemented by another order issued in February, 1950. These two orders virtually provide for a blockade of the whole China coast. Dr. Shen did not define thp demarcation line between territorial and international waters. He said that Vessels would be asked to halt and Would be shelled if they refused. He said that the Nationalist navy V’ould not seize cargoes, but would p-event- them entering Communistcontrolled ports. Reliable sources say that Marshal Chiang Kai-shek has insufficient ships to enforce the two orders.
