“PETITION BASED ON MISCONCEPTION ” (Rec. 7 p.m.) VATICAN CITY. Feb. 19. The Vatican press office said today that the petition by the American author. Paul Blanchard, was based on a misconception of a Papal Nuncio's functions. A press office official said: “The task of an apostolic Nuncio is discharged exclusively in the religious and ecclesisatical field and is not within the purview of forms and purposes established by- the McCarran Act. The Nuncio at Dublin and all other pontifical representatives do not represent the Vatican State but the Supreme Pontiff, the Holy See and the Church in exclusively religious and ecclesiastical matters.”
