WITHDRAWAL NOT WANTED YET TOKYO, February 17. The Japanese Foreign Minister (Mr Katsuo Okazaki) told the Lower House of Parliament today that Japan cqpld not afford to have the United States military forces withdrawn until the Japanese had the strength to defend themselves. He added that the American forces seemed to want to leave Japan even before the Japanese requested their departure, but since Japan could not defend herself, there was no need for the Americans to withdraw.
