David Low Back in England.-r-David Low, who is joining the “Manchester Guardian” as political cartoonist, has arrived back in London after a Far Eastern visit. The “Manchester Guardian” says: “Low spent a week in Japan and Korea visiting the Commonwealth Division and sampling a winter night under canvas in Tokyo.
