David Low Back in England.-r-David Low, who is joining the “Manchester Guardian” as political cartoonist, has arrived back in London after a Far Eastern visit. The “Manchester Guardian” says: “Low spent a week in Japan and Korea visiting the Commonwealth Division and sampling a winter night under canvas in Tokyo. He had lively discussions with leading Japanese cartoonists who called him ‘sensei,’ or teacher. They told him they learned more about their art ftom his cartoons than from anybody else.”—London, January 20.
