Soviet Motion Lost In (N.Z. Press Association—Copyright) (Rec, 8 p.m.) NEW YORK. Oct. 21. The United Nations General Assembly today rejected the Soviet proposal to invite Communist Chinese and North Korean representatives to take part in a debate on the setting up ot an impartial investigation into the Communist charges ot germ wartare in the Far East. The vote was 46 to 5, with "seven abstensions. Only the Soviet Union and its supporters voted in favour. The Assembly, by 53 votes to 5, with only the Soviet group opposed, decided to place on the agenda the proposal ot the United States that the Internationa! Red Cross be set up as an impartial investigating body to inquire into germ warfare charges.
