He made the complaint in a letter to Lieutenant-General William Harrison, the chief United Nations negotiator. ' General Mark Clark announced in Tbkyo today that the United States Navy had formed “a sea defence zone” in South Korean waters and around the islands on which the Communist prisoners of war were held. He said the purpose was to eliminate infiltration by enemy agents. “Investigation of past incidents of violence on the part of terroristic Communist prisoners of war held in these islands hag shown conclusively that they wOfe instigated and abetted by enemy agents landed on the islands from small boats and carrying instructions from Communist headquarters in North Korea,” he said.
