Economic Conference.— The Japanese Government announced to-day that it was thought inadvisable for Japan to participate in the international economic conference planned in Moscow next April. The Soviet Mission to Tokyo Yesterday announced that the Soviet Government would foot all bills of any Japanese delegates going to the conference.—Tokyo, Feb, 8
