AID TO POOR COUNTRIES

U.N. Committee Resolution

(Rec. 11 p.m.) PARIS, December 13. Twenty-eight small nations brushed aside big Power opposition in the United Nations Economic Committee today and voted to establish a special fund to aid underdeveloped countries. The fund was approved by 28 votes to 20 votes, in spite of warnings by Britain, the United States, France, Canada and Australia that they could not undertake extra financial obligations at the present time. Russia and the four other Communist countries abstained from voting. The United States delegate, Mr Michael Mansfield, said that the American people were serious in their determination to aid the poorer countries, but the funds could riot be created by passing resolutions.
