‘New Plan Behind Scenes’ LONDON, November 11. The diplomatic correspondent of the "People” reports from Paris that a new plan is taking shape behind the scenes at the United Nations for a meeting of Mr Churchill. Mr Truman, and Mr Stalin. He says that in spite of last week’s battle of words in the General Assembly. Western diplomats still believe that a settlement with Russia could be achieved in private Big Three talks. To pave the way for such a meeting Mr Eden is expected to make fresh overtures to the Kremlin when he addresses the Assembly to-morrow. Mr Eden’s advisers urged him not to be discouraged by Mr Vyshinsky’s decisive rejection of the West’s disarmament plan. Although the public propaganda battle will continue Mr Eden will press in private conversations for an early Big Three conference, possibly in Prague.
