U.N. WILLING TO RESUME TALKS

(Rec. 9 p.m.) TOKYX), September 17. T|ie United Nations Commander (General Ridgway) informed the Communists to-day that the United Nations was willing to resume the Korean cease-fire negotiations whenever the Communists were so disposed. In a message to the Communist High Command, General Ridgway said he was prepaied to order his liaison officers to a meeting at a bridge at Panmunjon, on the edge of the Kaesong neutral zone, to discuss mutually satisfactory conditions for the resumption of the armistice talks. His message said that United Nations officers had thoroughly investigated all the Communist allegations of truce zone violations, and had established that United Nations forces had committed no violations except an accidental aerial strafing on September 10. A United Nations officer, accompanied by interpreters, took off in a helicopter from Munsan this morning to deliver the statement to the Communists.
