U.S. DIPLOMATIC METHODS
“Growing Criticism” By Allies
(Rec. 8 p m.) NEW YORK, Sept. 16, There was growing criticism of United States “sudden diplomacy,'* said James Reston, diplomatic correspondent of the “New York Times,” to-day in a dispatch from the North Atlantic Council meeting in Ottawa. Reston said that at least some of the influential delegates to the meeting were “bridling a bit” about being confronted with the dilemma of either taking policies publicly and suddenly announced by the United States, or of repudiating the United States. These delegates would prefer to have questions, particularly those affecting the Atlantic Pact, discussed a little more in advance of the public announcements or calculated “leaks’’ out of Washington. The dispatch said that the Greek and Turkish question coming on top of Washington’s policy on German rearmament and on Spain had raised cnee more the question of United States leadership of the North Atlantic coalition. However, it would not be accurate to »y that there was any serious opposition to the policies that had been followed by the United States, except oerhaps in its recent flirtation with General Franco, or to say that the United States would not get from its Allies at the North Atlantic Council meeting just about what it wanted.
