RESERVATION BY PHILIPPINES

(Rec. 6 p.m.) SAN FRANCISCO, September 8. The Foreign Minister of the Philippines (General Carlos Romulo) announced at the conference that his delegation would sign the treaty with the reservation that it should retain the right to negotiate a reparations settlement with Japan. General Romulo emphasised that the treaty was not wholly acceptable, but the Philippines would not stand in the way nor prejudice the outcome of a major political settlement bearing directly on the peace and security of Asia.
