CONFERENCE OF BIG FOUR
British Cabinet Discussions LONDON. June K Mr Ernest Davies, leader of the British delegation to the four-Power Deputies’ talks in Paris arrived In London to-day and reported to the Cabinet the Soviet reply to the Western Powers’ proposal for a Foreign Ministers’ meeting in Washington next month. Russia has refused to attend a Big Four Foreign Ministers' conference unless the existence of the North Atlantic Treaty organisation is included in the agenda as an “unagreed itefti.” The Cabinet is considering whether to accept the Russian proposals or stand firm on its own three alternative lists submitted to Moscow last week. Reuter’s political correspondent states that the general expectation is that the Western Deputies will refuse to include the Atlantic Pact, but the possibility of some concession or counter-move is not excluded. .
