CHANGES OBSERVED IN TACTICS < R “- NE W YORK, March 3. The Director of the Federal Bureau of Investigation (Mr J. Edgar Hoover) said tp-day that American Communists had moved underground to a Br® at ® r ®* tent than ever before. He added: “But we still know what they are up to. Mr Hoover made this statement after conferring with a Senate Appropriations Sub-committee which approves funds for the F. 8.1. . Mr Hoover said the main reasons why Communists had moved underground were that attention had been focused on them by the conviction pf the Communist Party’s top officials in the United States, and the enactment of the McCarran Communist control law requiring the registration of Communists and Communist Front organisations. He said: “The Communists no longer are holding many open meetings. Thev are no longer issuing membership cards. They are covering up in every way possible to avoid the attention of the authorities.” Senator Pat McCarran (Democrat Nevada), a member of the Senate Appropriations Sub-committee, said that the United States* internal security was in greater danger than it had ever been before. He said his-view had been confirmed bv Mr Hoover’s evidence before the sub-committee, which had met in closed session. Senator McCarran said: “The loyal citizenry of the United States should be alerted to conditions that exist in nearly every State of the Union, and especially in States where defence work is being carried on.”
