FRANCE CONSULTING OTHER POWERS
(Rec. 7 p.m.) PARIS, Nov. 8. The French Cabinet to-day considered Russia's proposals for a Big Four conference on Germany. A communique issued' after the meeting, which was presided over by the President (Mr. Auriol), said: “The Council of Ministers examined the invitation addressed by Russia to France. Britain, and the United States for a four-Power conference. "The Government has entered into negotiations with the in London and Washington in order to agree with them on the conditions in which a positive follow-up can be given to this request." A French Government spokesman said the Government believed that any Big Four talks should not be limited to the German problem but should cover all differences at present separating the nations.
