• (New Zealand Press Association) WELLINGTON, November 9. Superintendents of all public and licensed mental hospitals are to be doctors. The Mental Defectives’ Amendment Bill, which was read a first time in, the House of Representatives today, alters a provision in the principal act which contemplated the appointment of a lay superintendent and separate medical officer. Changes are also made in the procedure for admitting voluntary boarders to- mental hospitals. Consent or discharge orders in these cases were formerly issued by the Minister of Health. This authority is now to be delegated to the Director of the Division A f Mental Hygiene.
