Dr. Tsiang, the Chinese Nationalist delegate, said -that although the complaining cablegram came from the Chinese Communist Foreign Minister, General Chou En-lai, the voice was the voice of Moscow, and the Chinese Communist regime was nothing but a puppet. Sir Gladwyn Jebb (Britain) supported the United States views about the wording under which the complaint should be considered, but said
