In January the council had resolved to apply to the Local Government Loans Board for approval to the raising of a loan of £120,000 under the S^°y*??- ns °V h . s Welfare and Recreation Act, 1937, for nroviding sports grounds and recreational facilities.
The initial proposals Included some works beyond the city’s present bound-y;l6B-11!.areas likely to be affected by the findings of the Local Government Commission, and a few of the city’s ratepayers had lodged objections to the proposals to expend moneys in anticipation of an extension to the citv’s added the Mayor. It was also understood that the Loans Board Would be Unlikely to favour such proposals and the schedule of prqbosed Works had therefore been revised and brought up to date. With the exception of one item—the purchase of 30 acres of land on Cashmere Hills for a park (£4500) the revised schedule aid not'provide for any expenditure beyond the present city boundary.
