PEIPING SENDS NOTE TO U.N.

SAY IN KOREA TALKS DEMANDED AGGRESSION BY U.S. IN FORMOSA ALLEGED NEW YORK, August 21. Communist China declared to-day that unless it was allowed to participate in the Security Council’s discussions on the Korean war a “reasonable peaceful .settlement” would be impossible. The Chinese Communist Foreign Minister (General Chou En-lai), in a cablegram from Peiping to the United Nations, said that a nation with a population of 475,000,000 should not be denied the right to a say in the Security Council. The war in Korea, which was a neighbouring country, should be stopped and all foreign troops withdrawn. General Chou accused the United States of invading the territory of the People’s Republic of China by assigning the American 7th Fleet to the defence of Formosa. The United Nations Security Council, in another secret meeting to-day, again failed to agree on the question of hearing a North Korean representative. Mr Jacob Malik, the Soviet president of the Council, convened the meeting, which lasted less than an hour. Most of the time was taken up with a speech by Mr Malik. He reiterated his claim that both South and North Koreans should be given an equal hearing. The United Stated and most of the other members greeted the claim in silence, and the meeting closed. The Council will meet to-morrow in full session to resume the debate on the Korean problem.
