SOVIET REPLIES TO U.N.

NEW YORK, July 6. Mr Andrei Gromyko, the Soviet Deputy Foreign Minister, yesterday rejected the Security Council appeal to all United Nations members to help to repel the North Korean aggression. The United Nations made public without comment a brief cablegram from Mr Gromyko, replying to the message which the secretary-general (Mr Trygve Lie) sent to all members asking for an estimate on what they could do to help the United Nations in Korea. Mr Gromyko referred Mr Lie to a previous Soviet message which stated that the Security Council action on Korea was illegal. He made no other comment.
