Reuter says that there is no indication that the world peace talks of Mr Trygve Lie, the United Nations Secretary-Genera), have caused any change in the United States attitude toward negotiation with Russia to end the current differences between East and West. Officials said that the conditions under which the United States would be willing to reopen talks with Russia were outlined by the Secretary of State (Mr Dean Acheson) with the approval of Mr Truman, last February and still held. Mr Acheson then stated that it was useless to negotiate with the Russians except for the purpose “of registering” existing situations. Therefore “it was up to the Western world” to create situations of a strength which would be accepted by the Soviet Union. There seems no disposition in Washington for further conferences with the Soviet Union unless there is a clear demonstration of some radical change in Soviet policy.
