The Secretary-General of the United Nations (Mr Trygve Lie) had laid before the leaders of the United Slates, Britain. France, and Russia a 10-point programme for ending the cold war. Diplomatic sources said last night that it was the basis of Mr Lie’s plan for a 20-year programme of peace, which he outlined in a Washington speech several weeks ago. Informed sources said that the 10point memoir was one of at least three Notes handed to Mr Truman, Mr Attlee. Mr Georges Bidault. and Mr Stalin. Details could not be revealed immediately. However, it was understood that the 10 points dealt with the settlement of the cold war in more concrete terms than Mr Lie had used in any previous communication.
