CHINESE OFFER TO TIBET

“LIBERATION BY COMMUNISTS ” PROMISE OF REGIONAL AUTONOMY HONG KONG, May 22. The Chinese Communists to-day offered a “regional autonomy” to Tibet, providing it joined the Communist j regime peacefully, Tibet, for many years, has been under the hominal suzerainty of China, but for all practical it has been independ- ; ent. Last June it expelled the Chinese Nationalist mission. The Communists have been making, alternately, threatening and cajoling gestures. The offer to-day was a combination. Tne Peking radio quoted a broadcast teamed to Tibet by Mr Hsijao Chiatso. vice-chairman of the Tsinghai Province. Mr Hsijao said that if the Tioetans, and their ruler, the Dalai Lsma. “would achieve a peaceful liberation, they could have regional autonomy.’’ Mr Hsijao then warned that Tibet *-'3s “certain to be liberated” anyhow. Citing the feats of the Communist armies, he said that the Tibetans could not count on United States and British help. The Tibetans were invited to send a delegation with full negotiating power to Peking.
