Because the revised Electoral Act restricts the numbers of cars which may be used for electioneering purposes to one for each 1500 registered voters in country constituencies, and one for every 2500 voters in the towns, British election agents, particularly in the country districts, may take advantage of a loophole in the act, which permits them t > use horse-drawn vehicles —so long as they are not vehicles which normally ply for hire. Already the Conservative agent in Wimbledon has appealed to private owners of horses and gigs to lend 1 them to the- party committee for use as election conveyances. Several : other agents in both urban and rural districts are following suit.
