SUBSTITUTE BODY FORMED (Rec. 7.30 p.m.) NEW YORK. Nov. t. The executive board of the Congress of Industrial Organisations precipitated what may prove to be one of the bitterest battles in United States labour history when it issued a charter to a new electrical workers’ union to replace the old * Left-Wing union, which was expelled yesterday for following the Communist Party line oh foreign and domestic issues. The new union has been called the International Union of Electrical, Radio and Machine Workers and has a prominent C. 1.0. official. Mr James Cary, as temporary chief. Mr Cary said the Union would ask all employers holding current contracts with the expelled union to break them and to sign up with the new union. He called on members of the LeftWing union to Join his group. Branches of the expelled United Electrical Union throughout the nation have arranged ballots to determine which union members will choose. The whole question of which union owns the members' (tontracts and funds is expected to be aired in the Courts for a long time.
