OFF-COURSE BETTING BILL
Minister To Have Power To Approve Scheme PUBLICATION OF TIPS AND DIVIDENDS ALLOWED (From Our Parlidmentary Reporter.) WELLINGTON, October 11. The Gaining Amendment Bill was introduced in the House Of Representatives to-day. The legislation will come into force on December 15, but no date is set for the introduction of the off-course betting scheme, which is one of the main provisions. The bill Authorises off-course betting in accordance with a scheme to be submitted to the Minister of Internal Affairs by the Racing and Trotting Conferences. Provides for the setting up of a Totalisator Agency Board (to be appointed by the Racing and Trotting Conferences), to which loans may be made by the Government. Authorises certain advertisements for totalisator agencies. Allows tips to be published only in newspapers (but does not prevent the transmission of advice from any broadcasting station). Increases the number of one-day trotting meeting licences from 19 to 38. Increases the number of totalisators allowed on a racecourse from three to five and permits a doubles totalisator.
