GENERAL CLAY’S VIEM OF OBLIGATIONS
BERLIN, March 28.
The United States Military Governor in Germany (General Lucius Clay) said to-day that continued violations by the Russians of the Potsdam Agreement should relieve the United States of its obligations under the Pa, The United States cannot consider itself bound to carry out the Potsdam Agreement in the face of continued violations,” he said. General Clav added that only objections by the Germans themselves could now prevent the formation of a separate Western State.
