STIPENDIARY SYSTEM CRITICISED SUPPORT FOR MR J. R. MCKENZIE "Mr J. R. Examples could be quoted where the stipendiary stewards had applied their power harshly, with which his association was vitally concerned. Their refusal to allow changes of drivers in reasonable circumstances at some meetings, coupled with the granting of permission at others, creating Dominion-wide resentment, said Mr Mitchell. “Under the present system, horsemen have been accused by stipendiary stewaFd>?’ tried by their accusers, refused the right to have expert assistance- at the hearing, sentenced by the men who accused them, and refused the right of appeal to' a higher court. *Tt is to be hoped that clubs sending delegates to the next annual conference will make themselves fully acquainted with all aspects of this question before issuing voting instructions," Mr Mitchell concluded.
