That no person shall operate a motor vehicle unless (a) the foot-brake is capable of bringing the vehicle to a standstill within a distance of 40 feet from a speed of 20 miles per hour; (b) the handbrake is capable of bringing the vehicle to a standstill within a distance of 70 feet from a speed of 20 miles per hour and also is capable of holding the vehicle at rest on a grade of one in five. 3. That no person shall operate a trailer over two tons laden weight unless it is equipped with a hand-brake which, applied to the loaded trailer alone, is capable of meeting the requirements of 2 (b) above.
