Third Reading In Commons
COMMITTEE STAGE DISPENSED WITH (N.Z. Press Association—Copyright) (Rec. 8 p.m.) LONDON, Sept. 21. The Parliament Bill, which reduces from two years to one the period for which the House of Lords can delay legislation approved by the House of Commons, passed its third reading in the House of Commons by 323 votes to 195.
After a protest by the Opposition, the House carried a Government motion to formalise the committee stage of the bill, so that the bill was not debated or amended in the committee stage. The bill was then reported without amendment.
Mr Quintin Hogg (Opposition); speaking on the third reading, said the bill was politically dishonest and practically inexpedient. He added: “If democracy is destroyed in this country, it won’t be done violently but will come by the backdoor when the majority party uses its power to suppress opposition, and perverts parliamentary procedure in such a way that the Government becomes a despotic master.”
