STRUGGLE IN SHANTUNG
GOVERNMENT FORCES FALL BACK
TSINAN ENCIRCLED BY COMMUNISTS
(Rec. 7 p.m.) SHANGHAI, Sept. 20. The outnumbered Chinese Government forces, after defending the Tsinan area against Communist attacks for the last four days, have fallen back to prepared lines on the city’s outskirts, according to pro-Government reports from the encircled Shantung capital to-day. These reports claimed that the Communists -had suffered 20,000 casualties. Tsinan has long been cut off from land communication with the rest of Nationalist China, and has been a stumbling block to Communist attempts to gain complete control of the Shantung peninsula, which is necessary before a further concerted movement southward can be begun.
