TAXICAB LICENCE CASE
RIGHTS OF REHABILITATION DEPARTMENT QUESTIONED (P.A.j WELLINGTON, June 9. The Full Court this afternoon and reserved decision upon proceedings brought by Robert Henry Joseph Terril, taxi-cab proprietor, against the late Sir Francis Frazer, previously Transport Appeal Authority, and Frederick Baker, Director of Rehabilitation. In September. 1946, plaintiff agreed to buy a taxi-cab licence from Kenneth Douglas Crooks and an application for the approval of the sale was heard by the Wellington Metropolitan Transport Licensing Authority. The application was opposed by an officer of the Rehabilitation Department, appearing in support of returned servicemen who wanted taxi licences. The Licensing Authority approved of the sale and the defendant Baker appealed to the late Sir Francis Frazer, who reversed the decision of the Authority. The present proceedings seek to quash the decision of Sir Francis Frazer and raise the question of the right of the Rehabilitation Department to be represented and appear in proceedings before transport authorities qnd appeal authorities. ... ;
