American States EQUALITY OF ALL PARTICIPANTS (N.Z. Press Association—Copyright) (Rec. 9.30 p.m.) BOGOTA (Colombia),‘April 29. The Pan American Conference will end to-morrow with the signing of a pact creating the “Organisation of American States.” which is the new name for the 58-year-old Pan American Union. The charter for the new body proclaims the legal equality of all American States and their equal rights and duties, and the fundamental rights of man. without distinction of race, nationality. creed or sex. All States will bind themselves to settle any controversy by peaceful means with the International Court of Justice as the final arbiter. The new organisation’s structure will be similar to the United Nations, with an executive council, on which each nation will be represented, to carry out decisions reached by interAmerican conferences, which will be held every five years. Tlie nations will also sign to-mor-row a series of agreements and resolutions. including a pact for basic economic co-operation and a resolution condemning Communism and all forms of totalitarianism.
