SYNTHETIC RUBBER CONTROLS

REIMPOSITION BY U.S. ’ GOVERNMENT

The United States Department of Commerce resumed on February 13 control over the distribution of synthetic rubber "because of shortages «of the general purpose type—Gß-S—which have existed since November last.” About 73,000 tons of GR-S will be allocated to tyre manufacturers and for retreading operations in the first quarter of this year, enough to maintain production levels at least as high as those reached in the fourth quarter of 1947, which will be used as the base period.for determining allocations. “Voluntary” users of synthetic rubber will be allocated 20,000 tons in the first quarter of 1948. Priority will be given to those who need synthetic because of technical difficulties in using natural rubber. The announcement pointed out that the Department of Commerce dropped allocation control over synthetic rubber last July because the rubber industry expected a falling off in demand. This had not materialised and the Department felt obliged to resume controls over distribution since it has legal responsibility under the second Decontrol Act for rubber controls.
