Mitchell, of Christchurch, Dominion president of the New Zealand Educational Institute. Through the institute, teachers had offered fullest co-operation with the Education Department in providing lessons by correspondence and radio, if the schools could not reopen as planned; but this would not compensate for the loss of time at the beginning of the year.
