TALKS ON EMPIRE PREFERENCE
“DECISION RESTS WITH WASHINGTON” (Rec. 7 p.m.) GENEVA. October 7. The British Commonwealth delegations at Geneva to-day continued private discussions about the British attempt to break the deadlock in the tariff negotiations with the United States by offering preference concessions.
British officials said that in view of America's continued insistence on the elimination rather than the scaling down of preferences, the problem would have to go'to the United State* Secretary of State (General G. C Marshall) for decision The United States delegate. Mr William Clayton, had exhausted his powers of negotiation.
